Casino legislation in Japan
Gambling for real money is prohibited under Articles 185 to 187 of the Japanese Penal Code. The only legal exceptions are state-run lotteries (takarakuji), sports promotion lotteries (toto) and pari-mutuel wagering on horse, bicycle, boat and auto racing.
The 2018 Integrated Resort Act
The Integrated Resort (IR) Implementation Act, enacted in July 2018, opened the door to up to three licensed casino resorts. Each must be part of a large integrated resort with hotels, conference centre, shopping and entertainment. Japanese residents are limited to three casino visits per week and ten per month, with an entry fee of 6,000 yen per visit.
First licensed casino: MGM Osaka
The Osaka IR proposal, led by MGM Resorts and Orix, was certified by the central government in April 2023. Construction on Yumeshima island is underway with a scheduled opening around 2030. No other IR licences have been awarded.

Casinos in Osaka
Osaka, a vibrant metropolis known for its delicious cuisine and lively atmosphere, is poised to become a significant hub for integrated resorts (IRs) in Japan. The city has long been a frontrunner in the discussions surrounding Japan's casino legalization, with ambitious plans for world-class entertainment complexes. These proposed IRs are envisioned to be far more than just gambling establishments, offering a diverse array of amenities including luxury hotels, international conference centers, shopping malls, and theaters, all designed to attract both domestic and international tourists. The vision for a casino Osaka aims to blend modern entertainment with the rich cultural heritage of the Kansai region, creating a unique destination that contributes significantly to the local economy and tourism sector. Casinos in Tokyo
Tokyo, the bustling capital of Japan, represents a prime location for the development of integrated resorts, though progress has been slower than in some other regions. While the city government has expressed interest in hosting a large-scale casino resort, the highly competitive nature of the global industry and the intricate local political landscape have necessitated careful consideration. Any future casinos in Tokyo would be designed to integrate seamlessly into the city's sophisticated urban environment, offering a blend of high-end gaming, luxurious accommodations, gourmet dining, and extensive entertainment options. These resorts are anticipated to attract a diverse international clientele, complementing Tokyo's status as a global business and tourism hub. The concept emphasizes cultural enrichment and family-friendly attractions alongside the gaming facilities, ensuring a broad appeal. Strict regulations and responsible gaming measures would be fundamental components of any operational casino in Tokyo, reflecting Japan's commitment to social responsibility. The sheer scale and economic impact of such a development would be substantial, influencing tourism, employment, and infrastructure across the city. As discussions advance, the potential for a world-class integrated resort in Tokyo continues to captivate the imagination, promising to elevate the city's entertainment offerings to new heights. The meticulous planning involved ensures that any future project will uphold Tokyo's reputation for excellence and innovation.
Casinos in Naha
Naha, the vibrant capital of Okinawa, offers a unique and tantalizing prospect for integrated resorts (IRs) in Japan, distinct from the mainland. The tropical paradise setting of Okinawa presents an opportunity to develop resorts that blend luxury gaming with spectacular natural beauty and rich cultural heritage. Efforts to establish a casino in Naha focus on creating an appealing destination that leverages the island's captivating beaches, unique Ryukyuan culture, and warm climate to attract a broad spectrum of visitors. The proposed IRs in Naha envision a harmonious integration of world-class gaming facilities with high-end hotels, convention centers, and family-friendly attractions, all designed to enhance the region's tourism appeal. This approach would cater to both international tourists seeking an exotic getaway and domestic visitors looking for a premium leisure experience. Environmental considerations and the preservation of Okinawa's pristine natural environment are paramount in these discussions, ensuring sustainable development. The economic benefits for Naha and the wider Okinawa Prefecture would be significant, including job creation, increased tourist spending, and infrastructure improvements. The unique cultural backdrop of Okinawa provides an excellent foundation for a distinctive integrated resort experience that celebrates local traditions while offering modern entertainment. This potential development promises to elevate Naha's position as a premier leisure destination in Asia.
Casinos in Fukuoka
Fukuoka, a dynamic city on Kyushu Island known for its technological innovation and culinary delights, represents another promising location for integrated resorts in Japan. The discussions surrounding Fukuoka casinos have centered on the city's strategic geographical position, making it an accessible gateway from other Asian countries. Plans for a potential resort emphasize creating a comprehensive entertainment complex that would not only feature gaming but also luxury hotels, convention facilities, shopping areas, and cultural attractions designed to reflect Fukuoka's unique character. The blend of modern amenities with local charm is key to attracting a diverse range of visitors, from business travelers to leisure tourists. Developers are exploring concepts that highlight the region's natural beauty and rich history, making the integrated resort a destination in itself. The economic impact on Fukuoka would be substantial, including a boost to tourism, job creation across various sectors, and increased investment in infrastructure. Casinos in Sapporo
Sapporo, the picturesque capital of Hokkaido, is a captivating contender in Japan's integrated resort landscape, offering a distinct appeal rooted in its natural beauty and seasonal attractions. Discussions regarding casino venues in Sapporo envision developments that capitalize on the region's renowned winter sports, stunning landscapes, and fresh culinary scene. A potential integrated resort here would aim to provide a unique blend of gaming, luxury accommodation, and entertainment, seamlessly integrated with Hokkaido's famous ski resorts, hot springs, and national parks. The goal is to create a year-round destination that attracts both international and domestic tourists, offering experiences beyond traditional gaming. Developers are exploring designs that complement Sapporo's serene environment, incorporating elements of Japanese hospitality and local culture. Casinos in Kyoto
Kyoto, renowned globally for its ancient temples, beautiful gardens, and traditional geisha, presents a unique and sensitive environment for the introduction of integrated resorts, or the casinos of Kyoto. While the city is a major tourist destination, its strong cultural heritage and emphasis on preservation mean that any discussions around gaming facilities are approached with extreme caution and a deep respect for its historical significance. If a casino were ever to be considered in Kyoto, it would likely be designed with an unparalleled level of architectural and cultural integration, aiming to complement rather than detract from the city's serene aesthetic. The focus would undoubtedly be on luxury and exclusivity, attracting a discerning clientele who appreciate the blend of high-end entertainment with profound cultural experiences. The concept would pivot heavily on delivering a sophisticated, culturally rich resort that includes art galleries, traditional craft workshops, and gourmet dining experiences that celebrate Kyoto's culinary traditions, far beyond just gambling. Strict regulations would be in place to ensure minimal impact on historical sites and to maintain the city's tranquil atmosphere. Any development would need to gain widespread community support and demonstrate clear benefits balanced against potential cultural impacts. The goal would be to create an exceptional resort that enhances Kyoto's allure as a top-tier international destination, offering an experience unique in the world, while preserving its cherished identity. This cautious approach underscores the city's commitment to its invaluable cultural assets.
Casinos in Nagoya
Nagoya, a major industrial and transportation hub in Japan, offers a compelling location for the development of integrated resorts, shaping Nagoya's casino scene. Positioned strategically between Tokyo and Osaka, Nagoya benefits from excellent connectivity and a robust economic infrastructure. The city's ambition to host an integrated resort focuses on leveraging its central location and industrial prowess to create a modern and attractive entertainment destination. Proposed concepts for casinos in Nagoya emphasize a balance between high-end gaming facilities, luxurious hotels, state-of-the-art conference centers, and diverse entertainment options. This holistic approach aims to draw both business travelers and leisure tourists, strengthening Nagoya's position as a vibrant metropolitan center. The economic impact is projected to be significant, bringing job creation across various sectors, increased tourism revenue, and vital infrastructure improvements. Developers are exploring designs that incorporate Nagoya's forward-thinking spirit while respecting local traditions. The city's commitment to innovation would likely extend to implementing advanced technologies within the resort, enhancing visitor experience and operational efficiency. Responsible gaming measures and community engagement would be fundamental to the success and acceptance of any such project, ensuring long-term sustainability. As discussions progress, the prospect of an integrated resort promises to elevate Nagoya's international profile, providing a new dimension to its urban landscape and expanding its appeal as a premier destination for business and leisure. This strategic development is poised to offer a fresh perspective on entertainment in the heart of Japan.
Legal Framework for Casinos in Japan
Japan's path to legalizing casinos has been meticulous and carefully considered. The Integrated Resort (IR) Implementation Act, passed in 2018, established a highly regulated framework for the development and operation of casino resorts. These integrated resorts are not simply casinos; they are sprawling complexes designed to include hotels, conference facilities, shopping malls, and entertainment venues, with the casino component being just one part of the overall offering. Key regulations include strict limits on the number of IRs that can be built (initially three), and stringent entry restrictions for Japanese citizens. For example, Japanese residents will be limited to three casino visits per week and ten per month, and will be required to pay an entrance fee of 6,000 yen (about 50 USD) per visit. This measure aims to mitigate potential social costs, such as problem gambling. Furthermore, operators are subject to rigorous licensing procedures, continuous oversight by a dedicated Casino Regulatory Commission, and extensive anti-money laundering (AML) protocols. The focus is on attracting international tourism while carefully controlling the impact on local populations.
Practical Tips for Casino Visitors in Japan
Planning a visit to a Japanese casino will require a bit of foresight, especially for local residents, but general tips apply to all. Firstly, always carry identification. For foreign tourists, a passport will be essential for entry into the casino, as it will be used to verify your age and non-resident status. Japanese citizens, as mentioned, will likely need to present a My Number (Individual Number) card or other approved identification. Secondly, be mindful of the dress code. While specific codes may vary by establishment, Japanese casinos are expected to maintain a sophisticated atmosphere, so smart casual attire will generally be appropriate. Avoid overly revealing clothing, beachwear, or overly informal attire. Thirdly, understand the currency and payment methods. Gambling will be conducted in Japanese Yen (JPY). While ATMs will be available within IRs, it's always wise to have some local currency on hand. Credit and debit cards for general purchases will be widely accepted within the broader resort, but it's important to check the specific policies for casino floor transactions. Lastly, and most importantly, practice responsible gambling. Set a budget before you go, stick to it, and be aware of the resources available if you feel gambling is becoming a problem. Japanese casinos are designed for entertainment, so enjoy the experience responsibly.
